Description of problem:
To be able to request a specific version of jsoncpp in rpm, cmake, etc the pkg-config file /usr/lib64/pkgconfig/jsoncpp.pc should contain a Version entry like this:

Version: 1.9.4

Version-Release number of selected component (if applicable):
jsoncpp-1.9.4-4

How reproducible:
