Description of problem:

There is existing patch proposed for master branch of openstack/paunch in upstream
https://review.opendev.org/c/openstack/paunch/+/818242

It would be great to have this patch backported to RHOSP 16.2 for the following reasons:

- ContainerCpusetCpus definition for nova_libvirt container wouldn't work properly for Compute roles with isolated CPUs when ContainerCpusetCpus is not defined for this role
- This blocks customer from applying workaround for bug #2022371
