Description of problem:
Originally reported as part of BZ 2019808

When deploying Octavia in OSP, it uses by default the public endpoints of the other services (neutron, nova, glance, etc...). But in composable deployments the networker node is only plugged into the internal network, the public endpoints are not reachable.

Steps to Reproduce:
1. Deploy Octavia services on networker nodes
2. Create a load balancer and check the octavia logs
3.

Actual results:
Octavia is unable to communicate with neutron (cannot create a port) or with nova (cannot create a VM)


Expected results:
Creating a LB should work

Additional info:
- in our CI Jobs, Octavia services are also deployed on the controller nodes (which are plugged into the public network)
- in our CI Jobs, the undercloud VM acts as a routable gateway between the internal network and the public network, to reproduce the issue we need to drop the network traffic between those interfaces.

Note that Octavia can also use the internal endpoints in non-composable/networker deployments.
