Previously ClusterVersionOperator (CVO) would log errors and monitoring would be unable to query metrics from the CVO whenever monitoring certificates were rotated. Even though the new certificates are pushed to CVO they would not be used until CVO was restated so to fix the issue an administrator would manually have to restart the CVO pod. Now CVO monitors the certificate files and recreates the metrics connection whenever the certificate files change.
