Description of problem:
Compute system upgrade task fails with:
"Upgrade has been inhibited due to the following problems:", "1. Inhibitor: Btrfs has been removed from RHEL8"

openstack-tripleo-heat-templates-11.3.2-1.20210408163453.el8ost.noarch

How reproducible:
This issue only showed up on the compute upgrades, legacy bios.


Actual results:
overcloud system upgrade step fails.

Expected results:
overcloud system upgrade step should complete without error.

Additional info:
This is an osp13->16.1.6 upgrade involving contrail.
