Masthead dropdown item hover text color is incorrect

Masthead dropdown item hover text color is incorrect (white instead of black).  See attached screenshot.  This is a recent regression as the bug does not exist in  4.10.0-0.nightly-2021-12-02-140313.

when hover on Masthead dropdown item, text is black and background color is grey

the format is ok, verified on 4.10.0-0.nightly-2021-12-23-153012
