This shouldn't be an issue once BZ#2031879 is resolved.

Since it may be quite a while before BZ#2031879 is resolved, perhaps you could consider building libtommath without docs (as done for flatpaks and also the approach taken by libtomcrypt in EPEL)?
The docs could be added in a later build, whilst allowing dependent packages to be built in the meantime.
