.Ceph reports a POOL_APP_NOT_ENABLED warning if the pool has 0 objects stored in it. Previously, Ceph status failed to report pool application warning if the pool was empty resulting in RGW bucket creation failure if the application tag was enabled for RGW pools. With this fix, Ceph reports a POOL_APP_NOT_ENABLED warning even if the pool has 0 objects stored in it.
