.The `cephadm-adopt.yml` playbook currently fails when the dashboard is enabled on the Grafana node Currently, the `cephadm-adopt.yml` playbook fails to run as it does not create the `/etc/ceph` directory on nodes deployed only with a Ceph monitor. To work around this issue, manually create the `/etc/ceph` directory on the Ceph monitor node before running the playbook. Verify the directory is owned by the `ceph` user’s UID and GID.

Description of problem:
cepadm-adopt fails when dashboard is enabled as it is not able to find /etc/ceph folder on grafana node

Version-Release number of selected component (if applicable):
ceph-ansible-6.0.20.0-1.el8cp.noarch

How reproducible:
2/2

Steps to Reproduce:
1. deploy 4.x in containers
2. upgrade to 5.0z2
3. run cephadm-adopt playbook

Actual results:
adopt playbook failed to adpt to cephadm

Expected results:
adopt playbook failed to adpt to cephadm
