Description of problem:

STF is unable to pull bandwidth metrics from DVR ports with OVN.  The telemetry data for router ports only work with OVS and the l3-agent.  With OVN and the lack of an L3 agent, there is no data being pushed to Ceilometer/STF.  This poses an issue for customers looking to do chargeback/showback of outbound traffic.
