Description of problem:
RHEL9 (Centos 9 Stream) removed the network-scripts package that is used to configure the VIP and member network interfaces in the amphora.
A new method for configuring interfaces was added in Xena, we have to backport it to wallaby then OSP17

Version-Release number of selected component (if applicable):
17

Steps to Reproduce:
1. Deploy OSP17 with Octavia
2. Create a LB
3. provisioning_status will go into ERROR
