Description of problem:

This is just a request to backport:

Bug 1969719 - vsphere-problem-detector cannot connect to vCenter API over https

to 4.7 version as possible.

Version-Release number of selected component (if applicable): 4.7

4.7 is now in maintenance mode.

From https://access.redhat.com/support/policy/updates/openshift/#ocp4_phases:

With the customer ticket having low severity, I am hesitant to backport the fix. Even the customer says:

> What information can you provide around timeframes and the business impact?
> no impact so far
