official doc need change based on https://github.com/openshift/installer/pull/5456/files

https://github.com/openshift/openshift-docs/pull/38485/files included the changes for this bug ? 
when deploy 06_workers.json, --parameters sshKeyData="$SSH_KEY" also be removed
