Description of problem:
systemd-vconsole-setup fails after install if language is set to Finnish. The resolution suggested in https://access.redhat.com/solutions/5721321 is not optimal as it changes console keyboard setup to foreign language and makes special characters difficult to type.

Steps to Reproduce:
1. Install RHEL 9.0 Beta and select Finnish as primary language (anaconda-ks.cfg has keyboard --xlayouts='fi' and lang fi_FI.UTF-8)
Actual results:
During system startup there is an error about systemd-vconsole-setup failing. systemctl status systemd-vconsole-setup shows "loadkeys: Unable to open file: fi: Tiedostoa tai hakemistoa ei ole
joulu 03 17:28:25 rhe9-testi.contrasec.fi systemd-vconsole-setup[553]: /usr/bin/loadkeys failed with exit status 1.
However, the console login seems to work and have Finnish keyboard layout despite the error.
/etc/vconsole.conf contains KEYMAP="fi"
Expected results:
No failure in systemd-vconsole-setup after install.
Additional info:
It seems that loadkeys is trying to open /usr/lib/kbd/keymaps/xkb/fi[.map.gz], however there are only following alternatives available:
ls -1 /usr/lib/kbd/keymaps/xkb/fi*
/usr/lib/kbd/keymaps/xkb/fi-classic.map.gz
/usr/lib/kbd/keymaps/xkb/fi-kotoistus.map.gz
/usr/lib/kbd/keymaps/xkb/fi-mac.map.gz
/usr/lib/kbd/keymaps/xkb/fi-nodeadkeys.map.gz
/usr/lib/kbd/keymaps/xkb/fi-smi.map.gz
/usr/lib/kbd/keymaps/xkb/fi-winkeys.map.gz
There are files without hyphen suffix for most languages, but not for Finnish.
Workaround to get the systemd-vconsole-setup running and have a Finnish keyboard: modify /etc/vconsole.conf, change KEYMAP="fi" to KEYMAP="fi-classic" (or some other filename matching existing file in /usr/lib/kbd/keymaps/xkb/).

Hi Cristian,
Thank you for the bug report. Change fixing this issue is already done in Fedora,
we just need to apply it for RHEL9 too.

This will introduce /usr/lib/kbd/keymaps/xkb/fi.map.gz in kbd-misc and
systemd-vconsole-setup should fail no more.
Since the problem described in this bug report should be
resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
