Please branch and build perl-ExtUtils-PkgConfig in epel9.

I am happy to do this myself (FAS: pghmcfc) if you're busy but can give me commit access.

This is needed for the perl-GD stack.

Will you be able to branch and build perl-ExtUtils-PkgConfig in epel9?
I would be happy to be a co-maintainer if you do not wish
to build it on epel9.
