Please branch and build scons in epel9.

If you do not wish to maintain scons in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package.

I have tested and the rawhide package builds in EPEL9 without any changes.

I was mistaken, I got my test builds mixed up.
This does require several packages to be built in epel9.

I would still like the package, but I understand if it takes a while, or you do not want to do it.
