Previously, RHEL 7 hosts could not be added to the Red Hat Virtualization Manager in clusters with level 4.3 or 4.2. In this release, RHEL 7 hosts can be added to the Red Hat Virtualization Manager successfully in clusters with level 4.3 or 4.2. For additional details, see BZ#2019807.

As a part of BZ2019807 we need to reload NetworkManager instead of restarting it. Unfortunately we have use nmcli, which is not available on RHEL 7 host, so the host deploy process fails

So the nmcli general reload conf is supported only from el8, we need to adjust the code to do the service restart on el7 then.
