Description of problem:
In https://github.com/openshift/console/blob/master/frontend/packages/dev-console/src/components/progressive-list/ProgressiveListFooter.tsx#L22-L29 we use an approach that does not allow the rendered text to be translated.

Expected results:
The text should be translatable. We should use the internationalization API provided by the browser. See https://developer.mozilla.org/en-US/docs/Web/JavaScript/Reference/Global_Objects/Intl/ListFormat.

Additional info:
The bugfix requires https://github.com/openshift/console/pull/10569 to be merged first because this PR includes the TS typings needed for the fix.

Verified on 4.10.0-0.nightly-2022-01-24-181700 with a non-English language setting.
