Description of problem:
CephMgrIsAbsent is triggered correctly when Ceph Manager is down but CephMgrIsMissingReplicas is not triggered when mgr has 0 replicas.

ocs-osd-deployer-qe.v1.1.2
ocp 4.9.9

How reproducible:
1/1

Steps to Reproduce:
1. Scale deployment of rook-ceph-mgr-a to 0.
2. Check PagerDuty system

Actual results:
CephMgrIsAbsent is triggered but CephMgrIsMissingReplicas is not triggered.

Expected results:
Both alerts are triggered like in standard offering.
