Description of problem:

oc patch network.operator cluster -p '{"spec":{"defaultNetwork":{"ovnKubernetesConfig":{"gatewayConfig":{"routingViaHost":"true"}}}}}' --type=merge


Version-Release number of selected component (if applicable):
4.10.0-0.nightly-2021-12-15-151042

How reproducible:Always


Steps to Reproduce:
1.patch network.operato with routingViaHost":"true" to convert to LGW
2.
3.

Actual results: CNO overwrote value back to false


Expected results: Cluster should be converted to LGW successfully
