Description of problem:
CI job fails sometimes with an assertion error in project-dashboard.scenario.ts:

  Resource Quotas Card
  heavy_multiplication_x shows Resource Quotas (1 failure)Leaked 
  Project Dashboard Resource Quotas Card : shows Resource Quotas
  Error: Failed expectation

This change only affects the CI test stability and could not be tested on a cluster. Set this as verified and will continuously watch the CI failure rate.
