Description of problem:
c-machines will add graphics by default when creating a VM, but it will cause VM shutoff immediately when creating VM with PXE. According by https://bugzilla.redhat.com/show_bug.cgi?id=2032472, s390x seems to not support graphics and boot order, and use "SCLP" console instead of "viritio" console, so compatibility in s390x about these features may be needed

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
