Description of problem:
Some e2e tests have been identified [1] and are known to not work when running behind a proxy.
They have been skipped until now, but we need to investigate the root cause (individually) and provide a course of action.

OpenShift release version:
4.10, 4.9 (at least)

Cluster Platform:
Baremetal, OpenStack (at least)

How reproducible:
Install a cluster that runs on a restricted network, and use HTTP_PROXY variables to reach the cluster.
Some e2e tests will fail to run

Expected results:


Impact of the problem:
We have disabled these tests for now, to keep our CI jobs happy but we need to figure why these tests fail, if they are actual bugs on our side or in one of the OCP components or just in the tests.

Setting blocker- and medium priority as this does not appear to be a regression (at least not from 4.9 to 4.10, per comment 0) and does not appear to be an upgrade issue.

This issue is stale and has been closed because it has been open 90 days or more with no noted activity/comments in the last 60 days.  If this issue is crucial and still needs resolution, please open a new jira issue and the engineering team will triage and prioritize accordingly.
