Description of problem:
when adding a new disk to an existing VM (stopped) the only choice for the interface available is scsi, all other choices are dimmed

Version-Release number of selected component (if applicable):
4.9.10

How reproducible:
always

Steps to Reproduce:
1. Create a VM instance
2. after the VM is created, stop the VM
3. go to the VM --> disks tab
4. click on the Add Disk button
5. try to select virtio or sata as the interface 

Actual results:
only scsi is selectable

Expected results:
all interface options should be available
