permission-error-modal

Description of problem:
clicking `Create VM` button on template page (for every template row) is poping permissions error for user

Version-Release number of selected component (if applicable):
master

How reproducible:
100%

Steps to Reproduce:
1. Navigate to `Virtualization` -> `Templates`
2. click on any Create VM from any row and wait for permissions error modal to pop


Actual results:
error modal poping

Expected results:
create wizard should start

The bug is caused by fixing of bug https://bugzilla.redhat.com/show_bug.cgi?id=2019646
