When the cluster has an external controlplane topology, some settings need to be different, most notably the node selector on the openshift-sdn daemonset.

Hi, aaleman

I talked to heli.  He said did not meet this kind of issue when using 'Hypershift create cluster' recently. 

Could you give more information how to reproduce this issue in order to we can verify this bug with correct steps?

Since heli's bugailla account has a little problem for now( cannot not see the private comment).  so I public this comment.
