Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Bugs of Red Hat partners with an assigned Engineering Partner Manager (EPM) are migrated in late September as per pre-agreed dates. The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
When signmodules and signkernel are disabled, the kernel FTBFS because openssl-devel no longer gets pulled in, which is required for some tools to get built as part of the kernel build.

Version-Release number of selected component (if applicable):
5.14.0-35.el9

How reproducible:
Always

Steps to Reproduce:
1. Build with %signkernel and %signmodules set to 0

Actual results:
Build fails because tools in the scripts/ folder can't be compiled.

Expected results:
Build succeeds and produces an unsigned kernel.

Additional info:
I worked around this for the Hyperscale kernel build with this commit: https://git.centos.org/rpms/kernel/c/fa7e9e6a6d7427398a7a93caec12dd1f576b2fe3?branch=c9s-sig-hyperscale
