At first I managed to reproduce the issue on RHOS-16.1-RHEL-8-20210604.n.0 with ovn2.13-20.12.0-104.el8fdp.x86_64

Then I verified that the issue does not happen in the same scenario on RHOS-16.1-RHEL-8-20220121.n.1 with ovn2.13-20.12.0-192.el8fdp.x86_64
