Description of problem:
Not sure why this happened.
SELinux is preventing haproxy from 'getattr' accesses on the filesystem /.

If you believe that haproxy should be allowed getattr access on the  filesystem by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:
# ausearch -c 'haproxy' --raw | audit2allow -M my-haproxy
# semodule -X 300 -i my-haproxy.pp
