Description of problem:
e2e-metal-ipi-virtualmedia tests are permanently failing as seen https://deck-ci.apps.ci.l2s4.p1.openshiftapps.com/job-history/gs/origin-ci-test/logs/periodic-ci-openshift-release-master-nightly-4.10-e2e-metal-ipi-virtualmedia

The reason is CBO tries to list pods in provisioning network disabled cases, however CBO does not have access listing pods.
