Please branch and build xerces-c in epel9. If you do not wish to maintain xerces-c in epel9, or do not think you will be able to do this in a timely manner, I would be happy to be a co-maintainer of the package. I have tested and the rawhide package builds in EPEL9 without any changes.
You can have it. However, I only ever became a maintainer because there was no build for a certain architecture in RHEL 6 or so. I'm not sure if something similar is still the case.
In RHEL9 it isn't in the release at all, and I need it for the KDE builds. I'm fine taking it, but would you be able to add me with 'collaborator', 'commit' or better access on the page https://src.fedoraproject.org/rpms/xerces-c

libcutl is ready for epel9. As soon as xerces-c will be available we can create a side-tag for adding all three packages in epel9
