Description of problem:

OSP17 puddle does not contain the ovn-migration-tool package

Verified that RHOS-17.0-RHEL-8-20220106.n.2 contains the package openstack-neutron-ovn-migration-tool-18.1.2-0.20211224161844.aa67e72.el8ost.noarch.rpm with with ovn migration sctipt and playbooks.
