This looks like an oversight, and Laksaman is quite a nice font, so could it also be Recommended by langpacks-th please? Sorry but somehow I can fix this in F36 only. I have built new update now langpacks-3.0-20.fc36 which adds thai-scalable-laksman-fonts package.
No worries about not fixing it for F35, I'm happy to have this fixed in the next release. Thank you very much for your time!
