solaar (Logitech device manager) v1.1.0 requires PyYAML >= 5.1

The current F35 src.rpm for python-psutil (v5.4.1) builds without modification for EL 8:

It looks like PyYAML (python3-pyyaml) is at 3.12 in RHEL8 base os. Newer versions (5.3.1 and 5.4.1) are available as modules (python38-pyyaml and python39-pyyaml), so I guess this is not fixable in EPEL.
