Can someone provide a must gather for this? Is it consistently reproducible?

Given that this has to do with the openshift console, I am reassigning it to that component.

This bug has been verified on payload 4.10.0-0.nightly-2022-01-11-065245

Verification Step:
1. Login OCP, and navigate Operators -> Operator Hub, choose one to install, example 'OpenShift Data Foundation'
2. Select 'Manual' Update approval on Operator Installation page while installing ODF 4.10 on OCP 4.10 
3. Verify if approve and deny button is exist on manual approval required page

Result:
3. Options to Approve or Deny is present
