I opened bug 202584 in RH Bugzilla.  It was closed NOTABUG, and now I am unable
to reopen it.  When I try, I get:

  Not allowed

  You tried to change the Status field from CLOSED to NEW, but only the
  owner or submitter of the bug, or a sufficiently empowered user, may
  change that field.

I am the submitter, so I don't know why this fails (possibly I'm blocked for
some other reason, but the error message should tell that then).

This is the case for bugs under the RHEL Bugzilla products as yours was. Only RH
enabled accounts can reopen the bugs. Please leave a comment stating that you
need the bug reopened and the bug owner should oblige.

Okay, thanks.  As I was opening this I thought about that.  Maybe the error
message could be clarified?
