Description of problem:
Attempting to undertake bare metal install of group @Minimal Install partially fails on installing systemd components with "Failed to change access mode or ownership of /etc/group-: Function not implemented"

This causes further issues down the line with the pam modules. 

Version-Release number of selected component (if applicable):


How reproducible:
Always - message always presented not clear which component of systemd triggers 
the error message

Steps to Reproduce:
1. dnf --installroot=<mounted free space> --releasever=35 install @"Minimal Install"
2.
3.

Actual results:

"Failed to change access mode or ownership of /etc/group-: Function not implemented"

For /etc/{group-, gshadow-, passwd- , shadow-}

Expected results:
No errors. No such messages.


Additional info:
Logging from phone. Cannot cut and paste but messages are believed verbatim.

Fix is waiting in upstream: https://github.com/systemd/systemd/pull/21937

So the work-around is to set up the bind mount environment earlier than I would have normally.
