As part of the release process for OCP 4.10, all components should be based on go lang version 1.17. Although ART is sending patches to fix up the dockerfiles, we have some artifacts in our build processes that need to be updated for the 1.17 version change.

Regression testing of cloud cases on AWS, Azure, GCP, OpenStack, vSphere, Baremetal and IBMCloud, and all cases passed.
