Description of problem:

A stale image from development exists in the image-customization-controller and is proposed for removal ref https://github.com/openshift/image-customization-controller/pull/22 - this default was used for early development and is no longer needed since the required image exists in the release payload

Why? It's a dummy string in a unit test.
