Description of problem: We need to bump dependencies to the k8s 1.23 ones as this is the version that must be used in OCP 4.10.

Verified in 4.10.0-0.nightly-2022-01-13-061145 with OpenShiftSDN and Kuryr, OSP QE CI run successfully
and no regression was found.
The installation with OVNKubernetes fails due to https://bugzilla.redhat.com/show_bug.cgi?id=2036112,
which is not related.
