Description of problem:
libecore_sdl.so does not get versioned like the other libraries, so libs linked against it ended up generating a dependency on efl-devel.

Noticed this when installing terminology, and it pulls in a lot of -devel packages.


Version-Release number of selected component (if applicable):
efl-1.26.1-1.fc36

How reproducible:
Always

Steps to Reproduce:
1. sudo dnf install terminology
2. rpm -e --test efl-devel

Actual results:
efl-devel can't be removed as efl requires it

Expected results:
efl-devel should not be installed
