Description of problem:
There has been updates to peer addition process which increases usability -
The procedures are listed here - https://docs.ceph.com/en/nautilus/rbd/rbd-mirroring/#bootstrap-peers

bootstrap, bootstrap import method can be opted as it avoids user copying conf and keyring to multiple nodes

Actual results:
ceph-ansible uses old manual way of addition of peer 

Expected results:
ceph-ansible to use updated methods of peer addition.
