presumably something has changed in libpq. Seeing as there is a rebuild underway for another reason at https://koji.fedoraproject.org/koji/taskinfo?taskID=80912787 I think its likely that will also solve this as a side effect

Indeed. I've asked the postgresql maintainer to use a side tag next time.

rebuild was successful, https://kojipkgs.fedoraproject.org//work/tasks/6258/80926258/root.log claims postgresql-private-devel-14.1-1.fc36 so that should fix this
