Nick - Are you taking ownership of this problem? You should assign it to yourself especially since you updated other fields.
Oops - failed to note that the Component field was set to mingw-binutils. Is this correct ? I thought that the mingw-binutils package was only used internally. For now I will change the Component to binutils and take ownership of this BZ. If it really should be for mingw-binutils though, we can change the component back.
Fixed in binutils-2.30-113.el8
