Description of problem:

Deepin starts, but is missing window decoration and panel

Version-Release number of selected component (if applicable):

deepin-desktop-5.2.24-4
deeping-kwin-5.3.14-1


How reproducible:

Login with desktop Deepin

Steps to Reproduce:
1. Login with desktop Deepin
2. See panel en window decoration is missing
3. Open terminal and run: kwin_x11 &
4. See panel en window decoration

Actual results:

See panel en window decoration is missing

Expected results:

See panel en window decoration

Additional info:

Came across someone else complaining and someone suggestion to start kwin_x11

Downgrade kwin-x11 and kwayland-server to work around for now.
Run `sudo dnf downgrade kwin-x11 kwayland-server`.

I will make a new build of deepin-kwin as a wrapper of plain kwin.

Now the panel starts, but takes almost 30 seconds.

Also did a `sudo dnf upgrade --enablerepo=updates-testing deepin-*` as I saw there where more Deepin related updates, but the same result.
