+++ This bug was initially created as a clone of Bug #2039529 +++ Prow is showing a high failure rate of the Project Dashboard Resource Quotas Card empty state test (see below, but note the line number below does not correlate to suspected problematic test). # Project Dashboard.Resource Quotas Card.shows Resource Quotas Error: Failed expectation at /go/src/github.com/openshift/console/frontend/integration-tests/tests/dashboards/project-dashboard.scenario.ts:183:93 The protractor-report shows "Expected 'ResourceQuota RQ example CPU request 0%used CPU limit 0%used Memory request 0%used Memory limit 0%used No AppliedClusterResourceQuotas' to equal 'No ResourceQuotas No AppliedClusterResourceQuotas'." and the associated screenshot shows the ResourceQuotas card populated with graphs and not the empty state text (e.g., https://gcsweb-ci.apps.ci.l2s4.p1.openshiftapps.com/gcs/origin-ci-test/pr-logs/pull/openshift_console/10814/pull-ci-openshift-console-master-e2e-gcp-console/1480923663854211072/artifacts/e2e-gcp-console/test/artifacts/gui_test_screenshots/protractor-report.html).
This bug has been tested and verified on the latest console project Verification Step: 1. Execute 'test-protractor.sh' file under console project, verified the test "Resource Quotas Card" is not run in the project-dashboard.scenario.ts Result: 1. the test is disabled, and it will not impact other scenario
