Doc Text:
Cause: Some of the navbar item links in dev perspective do not contain namespace context. Consequence: When the links are opened from another browser, or when opening links from a different active namespace, the console does not switch to the correct namespace. Fix: Use namespaced links for the navbar items. Result: When opening the URL, the correct namespace is selected.

Description of problem:
Some developer perspective links are not deep-linked causing issue while open a new tab.

Version-Release number of selected component (if applicable):
OCP version 4.9

How reproducible:
Steps to Reproduce:

In developer perspective:

1. Open a topology view for project A
2. Create a new tab, open topology view for project B
3. Switch back to project A tab, right click on (Pipelines, Observe and Environments) and select new tab
4. The new tab is for project B, not project A

(NB. the links for +Add, Topology, Search are correctly deeplinked with the project name, however the others are not, despite redirecting to a deeplinked URL when you single click them - notice the address bar contains the project name)

Actual results:
It should Open the project A tab.

Expected results:
Opning Project B tab

Verified it on 4.11.0-0.nightly-2022-02-16-131355. And it works as expected.
