Description of problem: When the user opens the Observe > Dashboard in admin or developer perspective and switches the perspective in another tab, the observe dashboard doesn't load the right time-range from the browser URL and do not react on any time-range change. This is an followup issue on https://bugzilla.redhat.com/show_bug.cgi?id=2013990 Version-Release number of selected component (if applicable): 4.9 How reproducible: Always Steps to Reproduce: 1. Navigate to the Observe dashboard view 2. Select a dashboard 3. Change time range 4. Open another browser tab and switch the perspective 5. Go back to tab 1 and reload 6. Change the time range again Actual results: When reloading tab 1 the previously selected time range (which is part of the URL) wasn't used. Changing the time range now reloads the chart but it shows always the last 30 minutes (or, I expect it shows the configuration from the other perspective). Expected results: Should also work fine if the perspective is changed in the meantime. Additional info: None

Verified on 4.10.0-0.nightly-2022-01-20-082726 Switching the perspective in another tab doesn't affect the observe page anymore. Also after the browser tab 1 is reloaded.
