Description of problem:
Build the ztp-site-generator container image broke with the below error

[2/2] STEP 15/19: RUN rm -rf $TEMP
rm: cannot remove '/home/ztp/temp/vendor/sigs.k8s.io/controller-runtime/pkg/leaderelection': Directory not empty
Error: error building at STEP "RUN rm -rf $TEMP": error while running runtime: exit status 1

100%

Steps to Reproduce:
1. $ cd cnf-feature-deploy/ztp/resource-generator
2. $ make build
3.

Actual results:
[2/2] STEP 15/19: RUN rm -rf $TEMP
rm: cannot remove '/home/ztp/temp/vendor/sigs.k8s.io/controller-runtime/pkg/leaderelection': Directory not empty
Error: error building at STEP "RUN rm -rf $TEMP": error while running runtime: exit status 1

Expected results:
container image build successfully 

Additional info:
It may not appear if there is an old cache for golang builder image
