Description of problem:
The e2e-gcp-libvirt-cert-rotation is failing constantly, see e.g.:

The problem seems to here:
https://github.com/openshift/release/blob/master/ci-operator/step-registry/openshift/e2e/gcp/libvirt/cert-rotation/conf/openshift-e2e-gcp-libvirt-cert-rotation-conf-commands.sh#L39-L40

I think `go get` doesn't download sources to $GOPATH/src but rather gets the package and its dependencies (to $GOPATH/pkg), compiles it and places result in $GOPATH/bin. Skipping the failing `make` and just copying binaries from $GOPATH/bin should fix this failure I believe.
