Description of problem: The e2e-gcp-libvirt-cert-rotation is failing constantly, see e.g.: https://prow.ci.openshift.org/view/gs/origin-ci-test/logs/periodic-ci-openshift-release-master-nightly-4.10-e2e-gcp-libvirt-cert-rotation/1481786370958561280 Version-Release number of selected component (if applicable): 4.6 -- 4.10 The problem seems to here: https://github.com/openshift/release/blob/master/ci-operator/step-registry/openshift/e2e/gcp/libvirt/cert-rotation/conf/openshift-e2e-gcp-libvirt-cert-rotation-conf-commands.sh#L39-L40 I think `go get` doesn't download sources to $GOPATH/src but rather gets the package and its dependencies (to $GOPATH/pkg), compiles it and places result in $GOPATH/bin. Skipping the failing `make` and just copying binaries from $GOPATH/bin should fix this failure I believe.
